Job Summary
The M&E Specialist will provide support to the Business Environment Sector Technical Team and will also be required to support the Business Environment Council and Secretariat in terms of the tracking the impact of policy reform on businesses in Ogun state as well as providing changes in data from technology-related improvements in lands and urban and physical planning.

Job Description
The M&E Officer will therefore be required to support the Business Environment Sector Technical Team by ;
1. Contributing to the design and implementation of surveys.
2. Performing analysis of quantitative and qualitative data.
3. Ensuring timelines and quality of M&E activities.
4. Possessing technical strategies to ensure quality evaluation methods and standards are carried out.
5. Implementing the M&E framework and implementation plan to monitor and evaluate the aggregate performance of agencies participating in the DLI component;
6. Conducting activities according to the M&E implementation plan, including analyses of agencies’ performance data from the IVA and conducting visits to participating agencies to collect further data;
7. Drawing lessons from the monitoring of the aggregate performance of agencies in the DLI component to:
1) inform capacity building activities delivered to agencies under the OGSTEP TA component;
2) enhance Program supervision by the PIU and World Bank; and
3) inform mid-program reviews of the DLI component design and implementation arrangements;
8. Producing monthly M&E reports on the aggregate performance
9. Providing relevant annual Program performance data to the Communications Specialist to be disseminated on the OGSTEP website and other relevant mediums;
10. Providing project performance data to enable the annual monitoring of progress against the OGSTEP Project results framework for the sector as agreed with the World Bank;
11. Performing other duties as required and requested by the Project Manager within the framework of this consultancy.
V. RECRUITMENT QUALIFICATIONS/ COMPETENCIES
Education: A minimum of a bachelor’s/ HND degree in Economies, Business Studies, Social Science or related field.
Experience:
1) Minimum of 5 years relevant, progressively responsible experience with proven track
2) Experience in conducting M&E activities under World Bank assisted projects or similar multilateral institution environment organizations is an advantage;
3) Excellent knowledge and professional experience of using different monitoring and evaluation methods;
4) Excellent interpersonal and communication skills and experience in working with a wide range of individuals in government, private sector and civil society;
5) Commitment to quality and control of data and resultant information;
6) Experience in data collection;
7) Experience in working in teams;
8) Experience in similar project and programmes
9) Highly computer literate with demonstrable proficiency in Microsoft Word and Excel;
10) Fluency in spoken English required with excellent written English skills, including sound report-writing skills;
11) Proven ability to work under pressure and meet strict deadlines;
12) Proven ability to work effectively as part of a team.
Language requirements:
1) Proficiency in both written and spoken English
